Agree with you on the Cub Scouting side, but not the Boy Scout.
Don't know about your council, but every Boy Scout who marched in any one
of the area parades this past weekend received one to two hours of community
service credit IF he marched with his unit; a Scout who marches with his
school or with another organization generally does not receive credit.
As an aside, I was at an Eagle CoH on Sunday and the boy is now in second
place in our council with 238-1/2 hours of community service - over and
above that required for rank advancement. He might just pass the record (265
hours) held by another Eagle in the same unit, and this boy's younger brother
had been in second place. I had the pleasure of working with all three boys
when I was an SA.
