Actually, while I don't know about Venturing, in the OA, for
YOUTH PROTECTION purposes (as opposed to leadership purposes)
the adult/youth age split is still 18. The same holds true for
Philmont expeditions. In counting your allowable youth vs adult
quota anyone under 21 is a youth, but in calculationg the two
deep leadership/yp requirements the second leader can be an 18
year old ASM. While the OA, at NOACs assigns rooms to 3 age
groups, under 18, 18-21, over 21, the bathroom/shower facilities,
in dorms with communal facilities, are only broken down into
over and under 18. So, I have no idea what the rationale behind
the Jambo situation is. (Which is that for one group they use
the beginning of the jamboree and for the other the end.)
