Sorry, gotta disagree with you. The BSA Rules and Regs are VERY clear and
list what they consider "active". They are:
1. Registers.
2. Obligates himself to attend meetings regularly.
3. Fulfills a member's obligation to the unit.
4. Subscribes to the Scout Oath and code of his or her respective program.
5. Participates in an appropriate program based on the member's age.
Article VII, Section 1: Youth Members (page 6 in my R&R publication dtd '96)
