Mike,
"All...candidates for membership...who are under 21 years of age shall be
considered youth...." Guide for Officers and Advisors, 1999 edition. Since
one of the requirements is that a youth hold the First Class rank, it
precludes female youth from becoming members of the OA.
Won't take sides on whether this is right or wrong; just stating the rules.
