Wow, Val and Wayne!! They didn't us all much to "go on"....
I'll do my best to answer their concerns:

The matter is a LOCAL COUNCIL matter at the most; it is actually a
chartering organization responsibility and "problem".
The Chartered organization "hires and fires" all other volunteers: the
Chartered Organizational Representative; the Commitee Chair and members;
and the unit leader and assistant unit leaders.
When a matter comes up between the chartered organization and the
leadership, that's when you get your unit's Commissioner involved. That's
part of their job, as well as the job of the District's Commissioner and the
Council's Commissioner.
They serve as the BSA's "quality control arm" locally.
Your professional staff member (District Executive, Senior District
Executive, District Director) can also serve as a mediator, but let's leave
him or her for situations that VOLUNTEERS cannot resolve by themselves.
We're all adults, we should be able to resolve issues without the
professional interaction. But sometimes, we don't all ACT like adults and
that's where that professional intervention is sometimes neccessary.

Well, you know, there IS an alternative to this; when you have lemons, make
lemonade. If your son is "forced out" of a unit, start another unit and
place him in it. Simple as that.

Won't help, but the address of the Southern Region of the BSA can be
obtained from your Council office. If you write to Southern Region, Boy
Scouts of America, Kennasaw, Georgia 30336, your letter will be read by one
of the Regional staffers, but it'll come right back to your Council because
this is a COUNCIL ISSUE.
I know...not a whole lot to go on, but that's several ways to resolve the issue.
