While the rule of "earn First Class in a Boy Scout Troop and then earn
Star/Life/Eagle as an Explorer" has been around for awhile, there WERE
alternate paths to Eagle for Explorers that did NOT require earning First
Class.
>From 1949 to 1959, an Explorer could earn the Bronze Award, Outdoor Rating,
Ordinary Rank, or Observer Award.
>From 1959 to 1965 or 69, there was a special set of requirements for
Explorers to earn Eagle Scout that did not require have earned any prior Boy
Scout Ranks.
SO, there was for a long time ways for Explorers to earn Eagle Scout, in
addition to their own awards, without every being Boy Scouts.
