Paul, just because a rule has a stated purpose, it doesn't
mean that it does not have an unstated purpose. In any
case, I believe that the reason this rule remains unchanged
is to limit Boy Scout Advancement to boys only.

The list members can decide for themselves if they believe
that this result is just a coincidence, and that the thought
of preventing females from becoming eagles never crossed
the minds of the volunteers and professionals who established
this rule.
