The rule isn't age related, Dave.
According to the Advancement Policies and Procedures, a Venturer
can continue to advance to Eagle ***PROVIDED THAT HE HAS
ATTAINED AT LEAST FIRST CLASS RANK IN A TROOP*** (emphasis is
mine). In other words, a Venturer cannot be awarded the rank
of scout, tenderfoot, second class, or first class.
The unstated purpose of this rule is to prevent female
venturers from earning Eagle.
Of course, a male youth who has not obtained first class
before joining a venturing crew does have the option of
dual registering with a troop or varsity team and participating
and advancing through the troop program. Females do not have
this option.
