Your district has no authority to restrict it. As I, and others have
pointed out, BSA's rules specifically permit it. If the parent is a
registered merit badge counselor, he or she may counsel ANY Scout, and
if the parent is then assigned by the SM to counsel the Scout, the
District has NO authority to deny the merit badge.
