This is one of those rumors about the MB Program given out by a few with
great authority, but completely untrue:
The BSA guide #33088 in various revisions state specifically that a MB
Counselor may be the counselor for a relative. In revision A, it is on page
10, 3rd paragraph
"An approved merit badge counselor may counsel any Scout, including his or
her son, ward, or relative."
That, of course, presumes that the counselor has been approved for the MB by
the District and Counsel Advancement Committees.
