But that's not really the whole story. The fact is that the SM is the one
who selects the counselor, so if he decides that a Scout cannot take a
merit badge with his parent, something I believe the SM should do, in
almost all cases, then the Scout cannot take the MB with his parent.
What the rule does mean is that a counselor can be assigned to counsel any
Scout, including his/her own son, if that is what the SM wishes, and nobody
else on the outside, like an advancement chairman like yours truly, can
challenge that fact.
