Can a SM refuse to give a Scout a Blue Card?
Yes. I have refused to give a Scout a blue card for the following reasons.
I had already given him 5 Blue Cards for the same MB and he couldn't find
them. He was required to go home and look for them - he found 2.
I had already given the Scout 9 Ble Cards for various MB's and he had not
contacted a single MBC to get started on any of the Badges.
I did not think that working on Environmental science was as important as
going to First Class emphasis at his first year of summer camp. Scout and
Parents thanked me at end of camp for guidance given.
I do not believe in slowing a Scout down or other such reasons and have
never used that logic in declining to provide a Blue Card.
