This is an extremely interesting point. The state of Connecticut under
Governor Ribicoff did exactly that during the period of time that I lived
there (1965 through 1969). Driving one mile per hour over the limit could
and did result in a suspended license and the laws were enforced by radar and
unmarked cars. And not long thereafter, they were changed due to public
outcry.

But, of course, drivers are voters while kids are not.
