I agree that once a boy turns 11 he should be responsible for earning his own
merit badges. The troop's role is not to be a merit badge (or Eagle) factory.
This is NOT one of the "Aims of Scouting."
That being said, some requirements of merit badges can be satisfied with
troop activities. For example, in earning the camping merit badge, the troop
provides the camping opportunities. But the scout should demonstrate the
initiative to complete the rest of the requirements. The troop can also take
field trips, such as visit a federal facility (for Citizenship in the
Nation), as part of its activities. But I expect scouts to show the maturity
and initiative to complete the badge on their own or with a friend or two. It
worked for me some 35 years ago. I think the principle is still valid today.
