FWIW, I think it's a result of the same faulty logic that
says:
Those who make 1st Class in the first year tend to stay in
Scouting
-therefore-
We'll push everyone to make 1st Class the first year and
everyone will stay in Scouting.
In the Eagle case, it goes something like:
Eagles have been shown to possess certain positive
attributes
-therefore-
Achieve Eagle and you too will come into possession of these
attributes.
*LOTS* of parents demand more for their kids than their kids
want for themselves. Go with the program for 'X' years and
you're *entitled* to a "valuable prize." AOL seems to have
become not much more than a reward for attendance. Hate to
see that happen with Eagle.
My opinion and I could be wrong because if I had the
answers, I wouldn't worry about the problem. Would I? :-)
