How about introducing those merit badges that FEW scouts
ever consider? Skip the ones that ever summer camp does.
Try Archaeology, Architecture, Gardening, Journalism,
DENTISTRY (!) Disabilities Awarness, Model Design and Building,
Painting, Pets, Photography, Plant Science, Plumbing, Pottery, Public Health,
Public Speaking, Pulp and Paper, Radio, Railroading or Weather.
Have a once a MONTH merit badge of the month - invite councilors
or speakers to intro the badge, and maybe sign up a group.
Helps to solve the 1:1 issues etc.
