Bob,
"To become a candidate again, <the Scout> must be reelected." All he has
to do is meet the same requirements as when he was previously elected; simply
failing to complete the Ordeal one year does not render a Scout ineligible
forever after.

"To become eligible for election, a Boy Scout...must...have the approval
of his unit leader prior to the election. The unit leader must certify his
Scouting spirit, his adherence to the Scout Oath and Law, and participation
in unit activities." If a boy can't meet these simple requirements now, why
should he be expected to do so in the future. And you are elected to the OA,
not for what you have done, but for what you will do.
And you'll note that the OA has it in writing that a Scout who
"participates in at least some unit activities during the year is considered
to be a registered active member...." Simply holding a current membership in
BSA is NOT sufficient to meet the definition of 'active.'
