My initial question is why does the committee want to know? Review of the youth officers of the troop is the responsibility of either the SPL, PLC or Scoutmaster (depending on what position we are talking about). If the committee has a problem with some part of the program, they should be going to the Scoutmaster and ask him to fix it. But they are not responsible for performance reviews on any youth officer, I don't think.
