I always feel the need to join in when this topic arises, because I have
seen a case where this requirement by parents has backfired.
A scout who was in my troop was given this requirement by his parents. Not
only did this scout not earn Eagle (or get his license), the day he turned
18, he moved out and disappeared for several years. I doubt that the "no
wings, no wheels" was the only contributing factor, but the same requirement
was not imposed on his younger brother.
