If the counsellor states this at the very outset, befrore the scout begins
work, it seems very fair. The scout can find another counsellor if need
be. Why should a volunteer be totally at the beck and call of the scout?
One might hope that the counsellor would be flexible if the nature of the
MB meant it could run over a year, but most MBs are not meant to be major
projects.
If the counsellor pulled this trick after accepting the scout, and the
scout was part way thru, the counsellor needs to be put on notice to be
fair, and grant an extension, provided the scout has just cause. If the
scout's case for an extension is weak, the scout gets start over with
another counsellor.
Life is not always easy, and if that lesson is learn't over one MB its a
cheap lesson, and timely (its a harder lesson when learned later in life).
