I've been following this thread with interest, because I had many of the
same problems. I finally found a (partial) solution. I say partial
because anyone who finds a complete solution won't have any problem
walking across the Columbia without a bridge (8^)>
What I did was to craft a "Troop Parent's and Scout's Handbook". This
contained everything that has been discussed and other stuff as well -
what to take on campouts, what we meant by uniform, standards of conduct
and consequences.
The handbook was given to each family as a Sout joined the troop. The
Scout, the parents and the Scoutmaster all signed a memo that they had
read, discussed and agreed to the provisions.
This removed about 90% of the disagreements and provided a vehicle for
resolving ta further 9.9% of the disputes.
It takes a while and a lot of help to craft a good handbook, but the
peace of mind is worth it.
