Yes. Basically - the only official document that matters is the Pack
Advancement Report, which the Den Leader doesn't sign anyway. The CM,
CC, or Pack Advancement Chairman signs that form.

Yes. That's one of the functions of the District Advancement
Committee. Either the CM, the Scout, or the parents on behalf of the
Scout, can appeal the decision.

Yes. (Actually the committee does, but he would be acting on its behalf)

> Can that person actually sign off on - and award the AOL
> (essentially overruling the Pack's wishes)?

He could, but wouldn't have to. If the appeal is successful, then the CM
would just sign the advancement report.

I suggest that you obtain a copy of Advancement Committee Policies and
Procedures (#33088B) which documents virtually all of the rules in this
case and for other advancement and awards issues.
