Dave,
I won't attempt to answer all your questions, but on this one point I'll
tell you that it's not hypothetical. We've had several district and council
camporees where ground fires have been banned and we get along just fine.
Most of the cooking is done on propane stoves set up on (picnic) tables, but
several units also bring large-diameter charcoal grills and do evening
campfires around them; some even use them for cooking fires.
