How do we resolve the conflict between LNT ethic and large scale
district or council events? For the sake of simplicity, let's assume for
our discussion that all ground fires are prohibited at any hypothetical
event. Let's also assume that our mythical camporee's participants will
number in excess of 1000.

In planning such an event, what LNT issues should be considered or
discarded?

If a district or Council discards LNT issues, how should an individual
unit conduct itself?

Do districts and Councils have an obligation to "set the example" when
it comes to LNT or should they opt for the "convenience of units" to
maximize participation?
