When I went through my training and again through Woodbadge, it was
explained to us that husbands and wives *should* (and that is the key word)
never be the two leaders; THAT COUNCIL considered a husband and wife team to
be ONE ADULT.

They made it clear that, at that time, there was no "national policy" but
that in order to afford the utmost protection, husbands and wives should
have another person present. The idea was that if one of them did something
that violated policy, the other one would most likely back him or her up.
This policy was to protect the leaders, youth and, of course, the council.

Now that I am in a different council, my local troop still uses that policy.
My wife is registered and on the committee--we never constitute the sole
adults at an activity.
