Guys, once again we are confusing 2-deep with no 1-on-1.
These are different PARTS of the YP Guidelines. Note:
1) Two-deep leadership requires 2 leaders on activities and outings
(it does NOT say meetings). This is a health and safety issue, so
that their is adequate adult supervision if something goes wrong.
(It also is a barrier to abuse.)
2) No one-on-one is REQUIRED AT ALL TIMES. However, once there are
two Scouts and a Leader at one location, the issue is resolved.
This is primarily a barrier to abuse.
So, in many of the examples, the only time a 2nd leader is required
at meetings (troop or with a MB counselor) is when there is NOT
a 2nd Scout present. Enough said.
