meeting bar all Scouts from entering the meeting place? >
Have that scouts parent stay until the second leader shows up!

the last Scout who's parents are late picking him up?>
Of course!
If none of the assistant Scoutmasters show up for a meeting, are
we required to cancel it and send everyone home?
