Once again, Two Deep and Youth Protection are SEPARATE issues.
Two Deep Leadership is required ONLY for Trips and Outings, where
normally at least 2 adults must be present.

Youth Protection applies all the time, and only requires that no adult
be alone with a youth that is not his/her child. (i.e. If adults and
youth are both present, either 2 adults or 2 youth must be present as a

No. As long as at least 3 people are present, there is no problem.
this is a YP issue.
