Steve, I respectfully disagree with *ALL*. Yes, we should practice
two deep leadership for the protection and safety of the Scouts
and the Scouters. But what do you do in these situations:
Before the second adult leader arrives, does the first adult at the
meeting bar all Scouts from entering the meeting place? Maybe
have them stand outside in the rain or cold.
Do two adults have to remain behind after everyone has left except
the last Scout who's parents are late picking him up?
Are two adults required to be in each vehicle during all travel? We
may take 4 to 6 adults on an outing because we need that many
cars to transport all of the Scouts going on the outing.
If none of the assistant Scoutmasters show up for a meeting, are
we required to cancel it and send everyone home?
Asking for the written policy simply tells us which situations REQUIRE
two deep leadership. Without two-deep leadership in the REQUIRED
situations, the activity must be cancelled. For other situations, we
should strive for two-deep leadership but can substitute having
another PERSON instead of another ADULT present. I believe meeting
with a merit badge counselor falls into this later category.
