How about probation. How to get off probation: 50 DOCUMENTED hours
helping younger scouts, the chartered org., local food bank, etc. No
rank advancement till completed. No campouts either. Require public
verbal statement of apology and what service he did to get off probation
for embarrassing unit at camporee.
Show's seriousness of offense. Lets other know they will be caught and
it will be dealt with, Allows them to stay in. They choose their own
"punishment".
