For what its worth, I would set down a "next time" rule. Next time it
happens they are out.
I would try to use this past infraction as a learning experience. I would
talk about it with them privately, and point out that they cannot continue
doing it because it sends the wrong message to the younger boys. They are
the leaders, and leaders cannot be doing this, under or over 21 years of age.
Then state the alternatives for next time, if there is a next time.
I guess I follow the old "every dog gets one bite" rule.
