As for who says to make it Scout run...take a look at the Scoutmaster's Handbook and the Scout Leader's Fast Start tape. There should be ample information there.
Do you have a Unit Commissioner assigned to your troop? This would be a volunteer assigned by the District to watch over troops in your area. If you don't know, ask your District Executive (you can get ahold of them at your Council office). If so, talk to them about the situation. If they agree with you, have them visit your unit and make some polite suggestions to the Scoutmaster. That way you are out of it.
Why have a troop Scout run? Probably the best reasons are:
1) Scouts will stay in the troop
2) You teach them how to lead
