Judy,
It works like this: Last year at charter time you filled out a Quality Unit
form that showed how you did over the previous year, AND your goals for the
coming year. If your goal from last year was that 50% of the den leaders
would have at least Fast Start, and only 49% actually completed Fast Start,
the answer would be "no" since you didn't meet the goal you set.
Technically speaking, if you set the goal last year and didn't accomplish
it, you can't say "Yes" on the QU form for the completed year. You CAN say
"Yes" for next year. Apparently, thanks to the wording of the question and
the importance of the percentage of Quality Units, you could "promise" to
get the CM and half of the DL's trained indefinately and still earn the
Quality Unit award without ever accomplishing the feat (that's what your Key
3's response says to me).
One thing that is often overlooked is the periodic review of the QU goals by
the committee through the year. District and Council Scouters have quarterly
reviews of their goals and the Quality District and Council requirements so
they can determine where to concentrate their efforts. Unit commissioners
are also supposed to periodically check the progress of their units toward
Quality Unit. That let's them make informed reports to the district
committee about their unit's needs.
Chances are pretty good that they don't do anything when the unit doesn't
carry through.
