I'll repeat this (old) reply to today's (new) inquiry, for the benefit of
y'all.
The latest and greatest do-it-yourself snowshoe design
was featured in BOYSLIFE December 1998,
showing Troop 139 of Northglen, Colorado at work.
It reportedly took three 90-minute meetings to make the snowshoes,
assuming you had built the plywood jig ahead of time.
Plans WERE available from (unsure of current status, I have a set)

Out here in California we noted only two difficulties -
finding a source of truck inner tubes for the boot attachment
and the fabric for the deck,
the latter item was eventually ordered from a source in Colorado, I believe
(the weather in California is too nice to need materials suitable for foul
weather!)
I believe one punches holes in multiple layers of deck fabric at the same
time, that speeds up construction.
And do paint the PVC pipe a bright color before installing the decking.
I would suggest using galvanized rod for the cross bars
(I have seen plain steel used - but it will rust)
