Yep. I was one of the adults back then asked for input into the program; the
Shaping Tomorrow program brought us the improvements in Boy Scouting and Cub
Scouting and a "new Exploring Marketing" program among other things....

Well...it was actually the BSA's Foundations for Growth program which was
based upon the results from the Shaping Tomorrow study.
The four programs was Tiger Cubs, Bear Enrichment, Today's Family and
Explorer Marketing.
The specific goals that Tiger Cubs met was that of increasing Quality Units
(through an increase in youth and adult membership and number of Cub Scout
Packs) and Financial Resources (by inexpensively managing and creating Tiger
Cub groups).
The Shaping Tomorrow goals were Lifetime Values, Quality Units, Human
Resources, and Financial Resources.
