A unit in our area went through this procedure and after much phone calling,
asking to talk to supervisors, etc., was told that there is a provision for
waiving this $500 fee for Scout units. However, they had to fight to find
the person who knew about the provision.
I suspect that the recordkeeping provisions still pertain.
