Michael, I have looked into setting up a 'foundation'.
(I didn't yet because of 'politics' in the troop)
you need to have a separate charter, and monies need to be spent exactly the
way the charter is setup. there is more paper work.
I would recommend to call the IRS and get there info packet and see if there
is other organizations in your area that can walk you through the process.
