The structure has been quoted repeatedly by posts to this list. Scouting
is a program for the use of a chartered organization. A charter is
granted to the organization to conduct the program. Everything belongs
to the sponsoring organization.

I suggest you go back to basic training and then review the material for
the chartered org Rep . I also suggest you consider the source of your
ABC pages bcd. Through the years land buildings boats and vehicles were
given to scouting at all levels. Often; especially prior to 1960, the
gifts and the form used to transfer gifts were not properly documented or
documented at all. This is not true today but there were a pile of
rules and regs around scouting which were meant to deal with all the
exceptions.

BSA has a Legal Division which when the need arises and they are able to
come in from NJ or Calif, can very clearly explain the all the issues
being debated here. i would suggest if this is as broad a dispute as
this list would indicate that you contact "legal" for clarification and
post their response. They can give us all a 2001 answer to a 1999
question.
