First of all, if the HTML you write is proper for the 3.2 standard, it won't
break. There are several major differences between HTML 3.2 and HTML 4.0,
but nothing that should cause too much trouble. Most of the changes involve
greater support for Style Sheets and many of the tags used to format text
have been "depreciated" (which simply means they're on their way to being
discontinued but should still be supported by a browser). It is nearly
impossible to write a page without using depreciated tags that will work
well in either Netscape or IE. Furthermore, support for Style Sheets is not
universal (IE and Opera support CSS 2.0, while Netscape only supports CSS
1.0 for instance). Most of the replacement CSS elements for depreciated HTML
tags are part of the CSS 2.0 standard. The other major difference between
HTML 3.2 and HTML 4.0 is increased support for accessibility. In HTML 3.2
the alternative text attribute of an image tag is optional. In HTML 4.0 it
is required, but the tag still works without it.
As for writing HTML code that is up to standards, if you use a program like
FrontPage or Netscape Composer that is a near impossibility without a great
deal more work. FrontPage is notorious for making some very odd assumptions
about how you want the page to look. Fortunately, each successive version of
FrontPage has gotten better and better. Composer does the same thing, but
primarily it prefers to use Netscape specific tags which usually cause the
page to look considerably different in IE.
The World Wide Web Consortium has control over HTML standards. You can find
the technical definitions of the latest standard at http://www.w3c.org/ .
The HTML Writer's Guild web site ( http://www.hwg.org/ )is a good place to
start to find other HTML resources and tutorials.
