Shel Dick and a couple other Scouters wrote me privately and asked the
similar question about the Eagle Scout percentages (the percentage of Scouts
whom make Eagle) from my statement:

Yep. The BSA's Eagle Scout Service and the National Director of Boy Scouting
both have stated at Philmont last summer and during "All Hands" meetings
that the percentage is close to 4 percent now (using 1997 figures). Several
Scouters here on Scouts-L whom were present during the Scoutmaster and
Commissioner sessions at Philmont's Training Center also confirm that they
were told the "percentage" is "closer to 4 percent".
The Eagle Scout Service says it's 3.89 percent in 1997.

The 3.89/4% figure is the current figure that everyone's working off of
Nationally.
