It CAN be. The positions of Chaplain, Chaplain Aide (adult) and Physician
can be held by volunteers at any level; there are Camp Chaplains, Council
Chaplains, District Chaplains, unit-level Chaplains and Chaplains at
Philmont and several other of our outdoor adventure bases. Additionally, a
core of Chaplains provide spiritial guidance during National Scout Jamborees.

This is why the emblem of both Chaplain and Physician (and Chaplain Aide,
the adult version) all feature a blue border around the emblem....back when
we used those "determinators", the blue denoted Scouters at all levels of
the program.
