Clarification Requested

I need some clarification on several subjects.
1. The camping merit badge.
a. The 20 nights of camping, can it include non boy scout camping? I have a
boy who tent camps with his family, could these nights count towards his 20
nights?
b. I think the answer is no to this one but I thought I would ask. Do any
nights camping before he talked to his merit badge counselor count?

2. This is specifically geared to service project hours for life rank
advancement (item 4). I think it would be the same for all service project
hours. The 1999 requirements book and the Boy Scout handbook both say the
project must be approved by the scoutmaster. does this mean approved before
the boy starts the projects or can it be approved after the boy completes the
projects and then presents it to the Scoutmaster?
