Rather than assume this Scout will not attend campouts, can anything be
done to make them accessible ? Does this young man use a wheelchair, or
is he mobile ? Continence is a major problem for some youngsters with
SB and that could be a factor. He may need reassurance that
this can be managed discretely. If he needs to catheterise he may well
need a proper washroom with
hot and cold water, for example.

If he uses mobility aids you will need to check that the camp is
accessible. What about tentage ? Small hike tents may be difficult, but
can he manage with a wall trend and maybe a cot ?

It sounds like someone needs to have a full and frank discussion with
the SCOUT to emphasise what he is capable of doing, possibly with some
support. Having established what he CAN do, then look at what he can't
do and how to work around it.
