I not only agree with Bruce, but I liken doing it quietly and after the
election akin to lying to the boys. The SM must have the courage to make the
decision and be able to explain, privately to the youth involved, why he
does not believe he lives up to the SO & SL. Usually, the SM asks the youth
privately if he really believes he has lived up to the SO & SL. Often, the
boy will remove himself.

This obviously should not be done unless a youth is a serious problem.
However, allowing all the boys to make a decision on whether or not he
should be in the OA and then pulling the rug out behind their backs is
fraudulent. If the boys find out (and they will eventually), a big chunk of
trust goes away!
