Well, that, apparently, is a local decision which various from place to place.
While it might have changed, my understanding is that one of the key people on
the BSA Aquatics committee responsible for setting those requirements, etc. is
the person responsible for lifeguards in NYS parks. A number of years ago he
officially made BSA Lifeguard an acceptable qualification for employment on
NYS beaches. Many other localities and private employers use the state's
qualifications for their own employment practices. So, unless it has changed
recently it IS an acceptable alternative for many jobs here in NYS.
