Tour permits and Chain of command

Thomas Toker has every reason to be concerned about the actions he cites in his
message.
However, I would like to limit my comment to his statement, "Also, we were told
that the camping trip is already booked with the council, even though neither
the committee chairperson or Cubmaster was made aware of the trip - and neither
signed the tour permit. Isn't the permit supposed to be signed by the? How could
they book a trip without the permit or with a permit without the correct
signatures?"
There is an important difference between booking a trip and completing a tour
permit. Both must be done, but the first can certainly precede the second. To
cite an extreme case, we have already made a reservation ("booked a trip") for a
Philmont Expedition for the summer of 2001. The dates are set. We are a long
way, however, from completing and filing a tour permit. In the same way, many
councils book reservations for campsites and cabins at their council's camps
long before the tour permit is due. It appears that the pack that Thomas Toker
described needs to set a policy on who is authorized to make these campsite and
cabin reservations for their pack and its dens.
