Tour permits and Chain of command (venting)

Hi,
I just came from a Pack committee meeting and I need to vent, and get =
some advice from the list. I want to be careful not to be specific as to =
names and town etc.. Therefore this will be as general as possible.

Here's our problem. In June the pack committee held a calendar meeting. =
Let me clarify, most leaders also hold a committee position and to save =
time (1 hour a week - lol) all leaders come to the pack committee =
meeting and we cover everything that needs handling. This is not a =
discussion if that is the right way or wrong way to do it, its just how =
we do it.

As I said in June we held a calendar meeting. Each den was represented. =
We set dates for all pack activities for the coming year. The Webelos =
leaders were asked specifically which dates they would like for camping. =
We wanted to prevent a repeat of last year of booking and paying for =
dates at the council camp, and then not having the leaders not use them. =
(this cost us much needed funds and possibly prevented another group =
from using the facilities) We asked if they wanted more than one date, =
or separate weekends for 1st and 2nd year dens. (we have 4 Webelos dens =
- 2 each for 1st and 2nd years). We were told one weekend was enough, =
and all Webelos dens would go together. We asked all Webelos leaders for =
input, and then set the dates. A weekend (Sat - Sun) in September was =
picked for Webelos Weekend. We also set a weekend in October for a Pack =
Family Camping weekend.=20

Tonight, at the committee meeting, we were informed that the 2nd year =
Webelos would be camping the weekend before we have booked. When we said =
this would conflict with the scheduled trip the following weekend =
because few families would want the boys camping 2 weeks in a row. They =
said it was not a problem because the boys would only want to go once =
anyway. I feel they were missing the point - if a weekend for all =
Webelos was planned with their input - then they are sabotaging it by =
planning a different trip the weekend before with only half of the boys. =
We requested that if they wanted to go more often, that was great, but =
just choose a weekend not so close to the weekend already planned. They =
refused to yield the matter. they said as den leaders they could plan =
whatever they wanted.

Also, we were told that the camping trip is already booked with the =
council, even though neither the committee chairperson or Cubmaster was =
made aware of the trip - and neither signed the tour permit. Isn't the =
permit supposed to be signed by the? How could they book a trip with out =
the permit or with a permit without the correct signatures?=20

I am just upset at how all this was handled. Any suggestion?
