Your district committee certainly has the right to do this if they wish,
but it would be dumb, IMO.
In my district it's a struggle every year to convince unit people to
come to our annual recognition dinner. I think there is some perception
among newer leaders that the dinner is only for those "higher up"
scouters.
In my district, in addition to the BSA awards like those Mike mentioned,
(don't forget the Extra Miler; it's perfect for newer unit scouters and
there's no limit to the number you may award), we have four unit awards
for outstanding camping, service, etc. This is also a perfect occasion
to thank that spouse who carries way more than his or her share of the
load while you are off Scouting. It's also a great time for a unit
committee to thank a dedicated leader by picking up the tab for him or
her to actually take that spouse to a sit-down dinner (even if it is
Scouting). Finally, invite the head of your Chartered Organization and
pick up the tab for him as well. It can go a long way toward improving
unit/CO relations.
If your committee's objective is to get the dinner over with as quickly
as possible, they're on the right track. If, however, the objective is
to recognize volunteers, boost attendance, and have an enjoyable
night out with Scouting fellowship, they are on exactly the wrong track.
I note that in a follow-up post you mentioned that this decision was
made by your DE. If the district committee disagrees with this decision
he's out of luck, unless your Scout Executive disapproves an award; and
I'm not even sure he has the authority to do that except for awards
that are worn on the uniform.
