Adult Recognition and Adwards

Up until last year, our District had attempted to provide broad base
recognition to adult leaders and volunteers in the District by
presenting several different types of awards, including two types of
recognition awarded at the troop or pack level. Each troop or pack
were allowed to select a certain number of leaders who provided
outstanding service to the troop or pack and such individuals
received patches and certificates at the annual district awards
dinner. While this may had made for a longer dinner, I always
thought that it was nice to provide for broad base recognition of the
District's volunteers.
Last year, these awards were unilaterally abolished by the District
Committee on several grounds including that these awards were not
proper scouting awards and were not approved by National. This has
cause a lot of hard feelings among some in the District. The
District's annual award dinner now consists of just three awards (the
District Award of Merit, the Family of the Year and Outstanding
Commissioner) and there are no rewards either decided at the troop or
pack level or other recognitions generally awarded to the vast
majority of the volunteers or leaders.
I am wondering how other districts treat adult recognition. Are
there any awards or patches presented at the district level to
volunteers and leaders generally? I am aware that other districts in
my council have adult recognition or awards similar to those
previously awarded by my district. How do other districts award or
recognize their adult leaders and volunteers? Is there any awards or
recognitions that are given on a troop or pack basis?
One of the justifications for discontinuing the prior awards was that
such awards were not sanctioned by the National office. Is there any
National policy on adult recognition by a district? Are there any
restrictions on the ability of a district to award or recognize
leaders and volunteers?
Again, any information will be appreciated.
