I haven't been a scoutmaster (besides two days at summer camp once,
adult shortage), but I was an SPL for a few years, so here goes...
During my tenure as SPL I always did announcements during the circle
up part. That way everyone was at least mostly paying attention, and I
could just go around the adults present and let them have their say, it
was also a good time to pass out fliers and things. When you can watch
the bundle go around it makes it much more likely to go ALL the way
around.
The "circle up" sequence was also a good dividing line between the
part of the meeting that was under my control, and the part under the
SM's (announcements, scoutmaster minute(s),important stuff I'd
forgotten, etc.). It seemed to work pretty well, sometimes people got
antsy to leave, but usually not to bad...
And good luck to him, the positions alot of fun in a stressfull, last
minute planning sort of way ;)
